Job Summary
Under the direction of the Regional Supervisor, the Employment Specialist markets services to clients and
employers and conducts outreach and recruitment. The Employment Specialist conducts initial assessment,
screens and refers participants to appropriate internal or external resources. In this position, the Employment
Specialist will also be responsible for the management of a specific workforce development grant, including
timely data entry and career coaching for clients.
Duties and Responsibilities

Conducts in-house, in depth assessment (including appropriate test administration) and interpretation

Develops individual service plans

Delivers workshops on life coping skills and other in-house training curriculum

Conducts job search workshops and other job development and placement activities
-
Records and tracks client information and maintains ongoing contact with participants to monitor progress.

Conducts job follow-up activities and provide interaction services necessary to ensure long term placement

Develops and maintains ongoing working relationships with participating employers

Employment Standards
Education/Experience: Experience in case management, data entry and career coaching preferred
Language Skills: Ability to read, analyze and interpret general business periodicals, technical procedures or
governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to
effectively present information and respond to questions from groups of managers, participants and the general
public.
Computer Skills: Must be technologically proficient in the use of data management software, email
applications, video conferencing and data entry.
Reasoning Ability: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability
to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several
abstract and concrete variables.

SCSEP Program Manager

Job Summary
The SCSEP Program Manager oversees the daily operations of the Senior Community Service Employment
Program (SCSEP). This role ensures program compliance, manages staff, monitors budget, develops strategic
plans, and meets performance goals. The Manager is responsible for submitting quarterly performance
reports to the SCSEP grantee and leads efforts to help older adults gain valuable job training and secure
unsubsidized employment. This position requires strong collaboration with host agencies and community
partners to maximize program impact.
Duties and Responsibilities

Manage daily SCSEP program operations in compliance with federal and Department of Labor (DOL) regulations.
-
Supervise, train, and support program staff to deliver high-quality services.
-
Develop and oversee the program budget in partnership with the finance team and Director, ensuring cost effectiveness and compliance.
-
Monitor program expenditures and ensure adherence to SCSEP and organizational policies.
-
Prepare and submit accurate quarterly performance reports to the SCSEP grantee.
-
Ensure timely and accurate data entry and reporting using systems such as GPSM.
-
Track participant progress, placements, and outcomes to meet or exceed performance benchmarks.

Lead strategic planning to enhance program delivery and participant success.
-
Build and maintain strong relationships with host agencies, employers, and community partners.
-
Oversee participant eligibility verification, enrollment, and recertification processes.

Direct outreach and recruitment efforts for program participants and host agencies.

Maintain audit readiness and ensure full compliance with DOL and organizational requirements.

Resolve program-related issues and act as a liaison among stakeholders.

Participate in professional development, training, and community engagement activities.

Collaborate with grantee to ensure alignment and utilize their subject matter expertise.

Employment Standards
Education & Experience

Bachelor’s degree in Public Administration, Social Work, Human Services, Workforce Development, or related field; equivalent experience is also considered

Preferred: Experience in program management, workforce development, or federally funded program such as SCSEP or other DOL-funded programs
